Ertuğrul Dokuzoğlu graduated from TED Ankara College in 1973 and from the Faculty of Political Science in 1979.
He began his career at the Ministry of Interior, serving as District Governor in Kızılcahamam, Eynesil, Gazipaşa, and Başkale. He later served as Chief Inspector of the Civil Service and subsequently as Governor of Isparta and Antalya.
Ertuğrul Dokuzoğlu is married and has one child.
